This is a great opportunity to drive Construction HSSE Management for onshore and offshore construction activities and turnaround integration and hook-up and commissioning to enable Goal Zero performance.
WHERE YOU FIT IN
You will support the Malaysia COG Projects namely Inboard and Deepwater projects including Brownfield Modifications and Decommissioning and Restoration and reports to the Project HSSE and SP Lead. You may be responsible for coordinating the work activities of contractor construction HSE support personnel for site project work and build external relationships with Shell Group, Partners, Asset Teams, regulatory authorities and specialist contractors.
THE ROLE
As Construction HSE Advisor, you will be accountable for the following requirements:
ProvideOperational Safety expertise to project teams to deliver safe project execution, onshore and offshore.
Support the project team as the Worker Welfare Authorized Person (if required)
Lead planning and preparatory work to determine HSE resourcing required based on the risk profile of the activities.
Determine HSSE & SP Control Framework requirements that are applicable to project execution phase and ensure this is incorporated into project deliverables.
Support the implementation of HSSE & SP Control Framework Personal Safety requirements and Construction Site Safety Standards.
Apply the HEMP process to ensure appropriate risk management solutions are implemented to deliver credible and competitive projects.
Support the Project Manager in contractor HSE management both in pre and post award phase (i.e., tender preparations, evaluations and award processes)
Assist, coach and influence contractors to implement the Contract HSSE Plans which includes adherence to Construction Site Safety Standards, behavioral safety programs(i.e. Injury Free Club, Line of Defence[LOD1]Assurance Activities and performance and monitoring of Personal and Process Safety)
Lead incident investigations and drive learning from incidents in projects.
Lead Contractor HSSE Management including HSE Capability Assessments during tendering and development of HSSE contract terms and conditions and support contractor owner and holders in their roles pre and post contract award.
Lead and/or actively participate in HSE studies and/or project reviews relevant to execution activities such as HAZID, Constructability Reviews, Project Implementation Reviews, Pre-Start Up Audits etc.
Develop and deliver onsite personal safety trainings/campaigns.
Provide guidance and supervision to project personnel and contractors on the Permit to Work (PTW) and Job Hazard Assessment (JHA) processes.
Provide onsite HSSE coaching and site supervision of site activities.
Drive assurance activities at site (i.e., Line of Defence (LOD1), Construction Site Readiness Reviews, IOGP 577 Site Assessments, DO 4DX) to ensure site controls are robust and are in place.
Champion Safety Leadership and lead HSSE advocacy campaigns and programs for project teams.
Support and challenge the Project Management Team to build an authentic leadership culture to deliver Goal Zero and Respect for People.
Key Challenges:
Requires both office and site (onshore and offshore) work.
Domestic travel to work sites (including offshore) is required in this job, for up to 80% of time during project construction and execution campaigns. The ability to manage this in terms of work-life balance is a pre-requisite for this function.
As matrix support to Projects, this position is expected to support multiple projects and must be able to manage time and prioritize their work independently.
Influencing contractor(s) with potentially less mature HSSE management systems
Implementation of site standardization and improvement programs with contractors who have their own systems and multiple clients.
Pragmatic and innovative in providing ALARP solutions to the project. Have the confidence to intervene, to have difficult conversations as well as to be firm with HSSE compliance whilst maintaining 'partnership' (as part of 'support') with the Line to help resolve short-coming
WHAT WE NEED FROM YOU
At least 8 years’ experience in the in the oil & gas industry of which 4 years should comprise of site supervision experience in HSE management for offshore execution projects and onshore construction at fabrication yards.
Demonstrated practical level of knowledge of HSSE Control Framework (CF), Shell Project Management Framework (PMF), Shell DCAF and Project Standard 01 (PS01).
Thorough knowledge in HSSE and SP Control Framework - Personal Safety Controls, IOGP 577 Construction Site Safety Recommended Practices and Department of Occupational Safety and Health requirements.
Proven experience in establishing and driving site HSE programs such as Drop Prevention Programs, Safety Campaigns, Behavioral Based Safety Programs and Performance and Monitoring programs.
Demonstrated experience in leading several incident investigations and familiar with incident investigation methodologies.
Proven experience in HSE Assurance activities such as Operational Safety Line of Defence (LOD1),Self Verification, Pre-Construction Site Readiness Reviews, IOGP LSR and 577 Site Assessments, Pre-Load Out Readiness Review.
Proven experience in managing construction safety for offshore structures at a major fabrication yard.
Substantial experience in supporting offshore pipelaying activities, offshore transportation and installation activities, brownfield modifications or brownfield minor project execution.
Proven experience in Contractor HSE Management in both pre and post award contract management process.
Must be proficient in English and Bahasa Malaysia. Proficiency in any other local language (e.g., Iban, Mandarin) is an advantage for effective engagement with contractor workforce.
