This is clerical work of moderate complexity involving the processing and issuing of various permits and providing customer services in the Building Department. Responsibilities include: receiving, reviewing and processing applications for electrical, plumbing, gas, residential building, in-law suites and other permits issued by the Building Inspection Division; checking building permit or various development applications for completeness of routine information including pre-screening for obvious non-compliance to regulations and by-laws; receiving calls for information relatives to the building permit inspection process; maintaining a variety or records related to the work. Calculates permit fees from schedules, takes and balances fees, summarizes deposits of same; and issues permits and receipts. Enters data into the Permit Plan System (Energov) using a computer terminal; monitors information output; corrects errors and updates information; generates reports and checks for accuracy and completeness; distributes to internal and external mailing lists. Performs related work as required.

Qualifications include completion of Grade 12 supplemented by or including standard commercial courses and courses relating to the work plus sound related office experience involving public contact preferably in a Municipal Building department, or an equivalent combination of education and experience. Considerable knowledge of applicable departmental practices, procedures, rules, and regulations and of the requirements of other departments and agencies relative to permit application processing; of account classification and of recording and balancing remittances as applicable to the work. Sound knowledge of the automated Permit Plan System (Energov); of record keeping, and routine correspondence preparation. Working knowledge of the zoning, or plumbing, electrical and gas, building and other by-laws as related to work performed. Ability to deal effectively and courteously with the public, officials, and staff in supplying information and in explaining by-laws, regulations and departmental procedures related to the work performed.

Clause 6 Application of Seniority:
Appointments to regular full time, temporary full time, regular part time and temporary part time positions shall be determined by seniority as defined by the greatest length of service in the specific posted job. These appointments shall be subject to the successful passing of the skill test(s) applicable to the classification, that they are not currently subject to a performance management plan and have no discipline or recorded safety infractions in the previous eighteen (18) months.
